This class was definitely not what I was expecting. For the first few weeks of class I didn't actually think we were learning anything, which made it difficult to study for the first midterm test. The class got easier as the semester went on and I got used to the prof's teaching style. Don't take if you're just looking for an easy elective.

This man should not be teaching. Instead of encouraging students to think critically he pushes his own ideological views on them. The course is easy to do well in -- just parrot back his diatribes. If you are actually attending Carleton to expand your knowledge and question the world around you then do not take courses from him.

One of the best profs I've had at Carleton. Assigns very relevant work and wants to help all his students succeed. Reachable through phone or Skype almost for consultation. Take his class and start thinking critically. Wouldn't recommend his class to people who aren't willing to question their views or who are easily offended.

Legitimately the WORST professor I've ever had at Carleton. Most sexist, egotistical disgrace to the educational system. God forbid you have an opinion other than his. DO NOT take his classes unless you enjoy spending money and watching it go down the drain because I didn't learn one single thing throughout his 3 hour BORING seminars. BEWARE!!!

Prof. Winn is the absolute best. So accessible, my goodness! Really cares deeply of his students. Anyone at Carleton MUST take his class, they will have a much more values-based understanding of the world, if they do

Great Prof! If you want to learn, then take his course. Really great guy. You learn a lot about strategy, and applying that to analysing public affairs in general. Paper is really relevant and he gives you lots of options, including things of social media and internet natures. Take his class, and you'll do well.

BEST Professor in the Department! If you need any help, he is ready to meet students often. Also very understandable w/ grades. You'll learn a lot from assignment- very useful, actual paper. He will also get you to THINK strategically, NOT ideologically. He also has lots of real world experience. Take this Prof. Best @ CU.

I would not recommend taking a class with this prof. His lectures are all over the place and don't match what the course is supposed to be teaching. Instead of public affairs and policy this class is random lessons about data analysis, scattered with his own opinion about politics. His PowerPoints aren't coherent and his lectures lack structure.

He's a brilliant man and an engaging lecturer. He is fair and always willing to meet with students. He values everyones opinion and stirs debates in his class. He doesn't "preach" he teaches. He causes students to think for themselves and I definitely suggest taking his class.

This class was a nice change of pace from the typical left-wing podium abuse at Carleton. Though I strongly disagree with many of his views, he really teaches you to think critically and look past what the media/professors are telling you. He is very understanding and reasonable if you have issues with a portion of the class (content, grades, etc.)

My favorite class of the year. He is so interesting to listen to in class. Despite what someone else said, he does put his slide on WebCT. You will learn a LOT and love it - all the real facts of issues you would never have known! I wish his class went all year long, honestly. Doesn't put his slides up on Webct. Sent him a few questions through email, his replies were not helpful, in fact he would reply asking a question rather than answer my question. I found that strange and did not help me with what I wanted.

This man should not be allowed to instruct. Learn the word "millenarian" look up Public Policy on Wikipedia, and you've essentially taken the course. Be prepared to receive emails 24/7 w/his neo-con ramblings at all hours, listen to him perpetuate his self-greatness myth & watch him make you reconsider PSCI as a degree.
