If you can get use to his accent, you'll find that he's actually brilliant. He makes sure that you understand the intuition behind the math so you're not just memorizing formulas. No surprises on midterms(problems straight out of the hw&lecture)Final was tough but he is very lenient on grading and has a very generous curve at the end.

If you know what you are doing he is pretty straightforward. But if you need a thorough, easier to follow lecturing on the material beware of his accent.This was my first time having a difficulty understanding what's said in the classroom.

One of the nicest professors I've had. He's willing to do anything to help you. He's flexible and a very lenient grader. He wrote the book that's used for the class, so he knows it well. If you're at all interested in actuarial math, take it with him.

He's a good professor, although his lecture is hard to understand at first due to his Russian accent. He is very caring, if you go to his office hour often for explanations for homework, you can get a A easily. He replies his emails very fast and is willing to extend his office hour if necessary. take him if you are willing to make the effort.

he's a visiting prof in UCSD teaching actuarial mathematics, once you get used to the accent it's not that bad, office hours are very useful, and he really cares that his students are learning, grading is pretty lenient

I was his student in Moscow (MIEM) 1984 where Prof. Rotar taught Probability and Statistics for undegraduates. Once he was committed to the hospital during the term. However, he came to render his lecture anyway (supposedly, in his hospital pijama) escaping from there for a while. Sadly, I missed that lecture...

This professor should never be allowed to teach entry level classes (stats 119). He is very intelligent but in lectures he is all over the place and almost impossible to understand. I have had teachers with accents in the past, but at the rate in which he speaks, good luck comprehending anything. I would recommend avoiding Rotar at all costs.

Once you stop laughing how many times he says okay and lets consider, and actually pay attention to what he is saying through his accent, he is a really good teacher. Its hard to understand him, and he can be sometimes disorganized. PRINT ALL THE NOTES OFF LINE, and study for quizes, and you will be fine. DO NOT BUY THE BOOK, i did not use it once

Rotar's lectures were pretty boring, but the overall class was okay. He tries to help you to the best of his ability and he knows the subject well. The only problem was that he had a thick accent, so it was hard to understand him at times. However, he's a cool guy and gives you all the material in order to pass.

He is good. The subject is very confusing, So many ideas, so similar. My friends and I had problem understanding him because of his accent, but I figured it is a lot easier if you read the book before the class. He wants the students to do well, and does anything he can to help. He is very sweet, and kind of funny.
